Electing a set of representatives
by Eneström and Phragmén
Ars Electionis, 2023—2025
This form implements the method of Eneström and Phragmén to determine a set of representatives from an open-list poll. The input is a set of approval votes, i.e. non-ordered lists of approved candidates, and the number of representatives to be chosen. For the sake of comparison, it shows also the result of selecting the most voted candidates, which procedure does not conform to a representativity criterion. Instead of individual candidates, the options that are approved or not can also be several disjoint parties each of which supplies an unlimited number of candidates. In this case the result of the most-voted rule is omitted, for it assigns all seats to the most voted party.
The “Input votes” field must have the following format (see the examples), where {..|..} means the existence of several alternatives:
TITLE: <text>
{CANDIDATES|PARTIES}: <number of candidates/parties>: <their names, separated by blank spaces>
SEATS: <number of representatives to be chosen>
FORMAT: 1
<The votes, separated by carriage returns>
FI
Each vote must have the following format, where [...] means an optional element:
[<number of votes of this type>: ]<names of the approved candidates/parties, separated by blank spaces>
Should the number of votes be omitted, its value will be understood to be 1.
